VA students can submit online applications at https://www.va.gov/education/how-to-apply/ If students do not have access to the online application, they can call 1-888-442-4551 and request that an application be mailed to them.
All VA students must submit an application at the beginning of their undergraduate studies in order to receive benefits. Students who have never received VA benefits must submit an original application. There are several applications to choose from.
Initial application to the VA for Education benefits:
- Veterans or service members applying for Chapters 30, 32, 33, and 1606 use the form VA 22-1990;
- Dependents applying for chapter 35 or chapter 33 (Fry grant) use the VA Form 22-5490;
- Dependents applying for the Post-9/11 GI Bill transfer (Chapter 33) use the form VA 22-1990e;
Application to VA for education benefits if you change colleges or schools:
- Veterans or service members who have previously received VA benefits must submit an «Application for Change of Program or Training Location.» VA Form 22-1995
- Dependents using the transferred Post-9/11 GI Bill (Chapter 33) who have previously received VA benefits must file an «Application for Change of Program or Place of Training.» VA Form 22-1995
- Dependents using Chapter 35 or Chapter 33 (Fry Scholarship) who have previously received VA benefits must file an «Application for Change of Program or Place of Training.» VA Form 22-5495
